The Language of Power by Rosemary Kirstein (#4 in the Steerswoman series)
I saved this up for three years after reading #3, and wow, was it worth saving up! These books are so entirely tailored to my tastes and interests, and it is such a treat to start reading a book just knowing that you are going to love every word of it. ♥ I liked the return of [character from earlier book], and also that Bel is present, unlike in book 3. And the continued plot and worldbuilding is great.
