Oof. This is not what I expected. I mean, I know the first book was as much spy thriller as feminist SF, but I didn't think the second would go to such a dark place. ( Spoilers ) It's incredibly page-turney, though, and I'm reading the next book because I want to know where on earth the series is going to go if this is what happens in book 2 (especially considering a spoiler I read somewhere that frankly seems improbable at this point). Also, I feel like somewhere there is someone whose kink is unequal-power relationships between women who would love this book. Because there is loads of that, sexual and otherwise.
The Crown of Dalemark by Diana Wynne Jones (#4 in the Dalemark quartet)
I needed something lighter after the last one. The plot is very DWJ-like--I thought I had a handle on what was happening and then there was surprise time travel? Also, I do not really get the political philosophy here. Feudalism is good when it's a king in charge but bad when it's local nobles? Oh well. I like the characters and the general worldbuilding, though, and I enjoyed the book.
